A Child Rights Lens for Poverty and Social Impact Analyses (PSIAs)


Poverty and Social Impact Analyses, PSIAs, are aimed at facilitating an ex-ante understanding of the potential distributional impacts of a given policy reform, with particular emphasis on poor and vulnerable groups. They are intended to generate timely evidence that can inform a dialogue, debate and possible alternative policy choices. One of their key features is pluralism of analytical techniques and processes as well as the ability to be applied to any type of reform, from sector policies to trade agreements. The PSIA approach is widely used by development banks (e.g. Asian Development Bank and World Bank) and bilateral donor agencies (Germany, Netherlands, Norway, United Kingdom, etc.).

Child rights centered PSIAs add a child focus to the impact assessment. They are tools specifically designed to promote more child sensitive real-time policy making. They foreground children and young people as specific groups who may be affected by shifts in policy, in distinct ways from adults, and bring a broader and multidimensional approach to the impact analyses.
