A UNICEF Research Project on the Impact of the Global Economic Crisis on Children in Western and Central Africa
This research project was initiated by the UNICEF Regional Office for West and Central Africa (WCARO), in collaboration with the UNICEF IRC and the UNICEF Division of Policy and Practice (DPP). The objective was to simulate the potential effects of the 2008-2009 global economic crisis on children in Burkina Faso, Cameroon and Ghana, thus informing a proposal for concrete policy responses to policy makers.
The project was designed in early Spring 2009. Four teams of researchers were formed: one regional team and three country teams. The regional team, coordinated by the African office of the Poverty and Economic Policy Research Network (PEP), based at the Consortium pour la Recherche Economique et Sociale (CRES, Dakar), was composed of researchers sub-Saharan Africa (GREAT, Groupe de Recherche en Economie Appliquée et Theéorique, Mali; University of Yaounde, Cameroon), the University of Laval, Quebec, Canada and UNICEF IRC. The regional team developed the basic methodology, provided training and closely supervised the three country teams. They prepared a regional report and policy brief, which synthesized the results from the three country studies. The country teams led the national analyses, interacted with local policy committees and wrote their respective country reports.
The research was initiated in June 2009, after which the regional team provided the methodology and held an intensive training workshop in Accra for the local teams. Visits to the respective countries followed in August. The regional and country teams carried out the analyses and presented the preliminary results of the study during the following two months at the UNICEF WCAR Social Policy Network meeting November-December 2009 in Dakar, the ODI-UNICEF conference entitled 'The Global Economic Crisis – Including Children in the Policy Response' in London, and the AERC (African Economic Research Consortium) conference on 'Rethinking African Economic Policy in Light of the Global Economic and Financial Crisis', 6-8 December in Nairobi. In the following two months the regional and country studies were finalized and included additional proposals for country-specific policy responses.
The papers produced for the project were released in early 2010 as part of the Innocenti Working Papers series. They are available on the UNICEF IRC website.
